Do not force text format in Header/Footer BOE Sections.

Currently, the text format in the Header and Footer sections of the Basis of Estimate (BOE) documents is fixed when the "Lock Font Settings" is toggled on, limiting users' ability to customize these sections according to their needs. Propose an enhancement to allow users to apply flexible text formatting in the Header and Footer of the BOE sections regardless of the "Lock Font Settings" toggle. This will enable users to align the formatting of these sections with their specific requirements, improving the overall presentation and readability of BOE documents.
