Feature Request: Quick Add SOW to Multiple PBS Records

Summary:
Enable users to quickly add or copy-paste a Statement of Work (SOW) into multiple PBS records at once. This feature should support bulk association of a single SOW to many PBS items in a single action, rather than requiring repetitive manual updates.

Problem Statement:
Today, users must add or associate an SOW to each PBS individually. This is slow and repetitive when the same SOW applies to many PBS items, especially for large projects. The manual process increases the chance of inconsistencies (some PBSs missing the SOW) and consumes significant time that could otherwise be spent on higher-value activities.

Proposed Solution:
Allow users to select or specify multiple PBS records and apply a single SOW to all of them in one operation.
Support copy-paste entry of the SOW content or selection of an existing SOW object, then bulk-associate it to the chosen PBS items.
Provide a simple UI for multi-selecting PBSs (e.g., checkboxes, filtered list, or paste-in of PBS identifiers).
Validate the operation and show a confirmation summary (how many PBSs will be updated, any conflicts, or PBSs that already have the same SOW).
Ensure that the bulk operation is atomic where possible (all-or-nothing) or, if partial updates occur, clearly report which PBS records were successfully updated and which were not.
