Be able to place a limit on the number of characters allowed on a BOE Sections

Feature Request: Configurable Character Limits for BOE Sections

Summary:
Introduce a configurable character limit for each BOE section so that authors cannot exceed defined thresholds when entering text. This will enforce consistency, prevent overly long entries, and help ensure that content fits downstream formatting or export constraints.

Problem Statement:
Currently, BOE sections allow users to enter text without any enforced maximum length. This can result in sections that are too long, inconsistent across BOEs, or incompatible with downstream systems (e.g., PDFs, external exports, or client templates) that expect content within a specific size. Manual policing of length is inefficient and error‑prone, relying on users to count or visually estimate character usage, which leads to rework and potential formatting issues.

Proposed Solution:
Add a configuration option that allows admins (or designated users) to define a maximum character limit for each BOE section or section type.
Display a live character counter as users type, showing both current count and the maximum allowed (e.g., “120 / 250 characters”).
When the character limit is reached, prevent additional input or clearly indicate that the user has exceeded the limit, with inline validation messaging.
Support different limits per section, so that short fields (e.g., titles) and longer narrative fields (e.g., descriptions) can have tailored constraints.
Apply the same validation on paste operations to truncate or block content that exceeds the configured limit, with clear feedback explaining what happened.

Benefits:
Reduces rework by preventing overly long BOE section entries at the point of authoring.
Improves consistency and readability of BOE documents across teams and projects.
Ensures compatibility with downstream systems and formats that require fixed or maximum text lengths.
Provides clearer guidance to users on expected content size, improving authoring efficiency and user experience.
