Feature Request: Set default view when opening a proposal

Summary:
Introduce a user-specific setting that allows estimators to define which proposal view (e.g., BOE View) opens by default when they double-click a proposal. This ensures the proposal consistently opens in the most relevant view for the user’s workflow.

Problem Statement:
Currently, when an estimator opens a proposal, the system does not remember or respect a preferred default view. Estimators who primarily work in a specific view (such as the BOE View) must manually switch to it each time they open a proposal. This repeated manual step is inefficient, disrupts workflow, and increases the chance of users reviewing or editing information in a less appropriate view.

Proposed Solution:
Add a user-level setting that allows each estimator to select their preferred default proposal view (e.g., BOE View, other available views).
When a user double-clicks a proposal to open it, the application should automatically load the proposal in that user’s chosen default view.
If a user has not set a preference, the system should continue to use the current default behavior.
Allow users to easily change their default view preference from their profile or application settings.

Reduces repetitive navigation steps each time a proposal is opened.
Improves efficiency and speed for estimators who primarily work in a specific view.
Decreases the likelihood of working in an unintended or less suitable view.
