Feature Request: Option to include workflow log and reset steps when copying proposals

Summary:
Enable users to optionally include the workflow log and reset workflow steps when copying a proposal in BOE Pro. By default, the workflow log remains excluded, but users can choose to carry it over for auditability while starting the copied proposal with a clean, reset workflow.

Problem Statement:
When duplicating complex proposals, users often need historical workflow context for auditing and tracking, but the current copy behavior excludes the workflow log entirely. At the same time, copied proposals should not inherit in-progress or completed workflow states, as this can cause confusion in approvals and process tracking. The lack of flexibility forces users to either manually reconstruct history or operate without the necessary audit trail.

Proposed Solution:
Provide configurable options when copying a proposal in BOE Pro:
- Add a checkbox or similar control to include the existing proposal workflow log in the copied proposal. This option should be off by default.
- Add a separate option to reset workflow steps in the copied proposal so that all steps start in their initial state (e.g., not started / pending), regardless of the source proposal's current workflow status.
- Ensure that permissions and access controls for viewing workflow logs continue to apply in the copied proposal, so only authorized users can view workflow history.
- Present these options in the proposal copy dialog or equivalent UI so users can make selections at the time of copying.

Benefits:
- Supports better auditability by allowing users to retain workflow history when needed.
- Ensures a clean, consistent starting point for approvals and workflow processing in copied proposals.
- Reduces manual effort required to reconstruct workflow context for duplicated proposals.
