Option to include workflow log and reset steps when proposal is copied (log not included default)

Description:
Add an option to include the workflow log when copying a proposal in BOE Pro. By default, the log is excluded, but users can opt to include it. Also add an option to reset the workflow steps in the copied proposal, ensuring a clean workflow start. Permissions control applies to this feature.

Use Case/Example:
When duplicating a complex proposal in BOE Pro, users may want to retain the workflow log for auditing or tracking purposes. This feature allows users to copy the workflow log while resetting workflow steps in the new proposal, ensuring continuity in tracking while maintaining a clean start for approvals.
