Add a save button to all popup windows

Description: Remove auto saving from Popup windows (like add estimates and Proposal Properties) and add a save button down at the bottom.

Use Case/Example: When making edits to the proposal properties, I may decide I don't want to save the changes. Saving changes on demand (with a save button) instead of automatically will allow the user to back out of changes without saving them. This is most import on the proposal properties and when adding estimates to the proposal.
