Feature Request: Proposal-Level Permission Overrides (Parity with CE)

Summary:
Add proposal-level permission overrides in BOE Pro, mirroring Contractor Edition (CE), so admins can fine-tune who can view or edit specific proposals.

Problem Statement:
Current permissions are too broad and managed mainly at workspace/role level. Teams cannot easily tighten access to sensitive proposals or grant proposal-specific exceptions without over-permissioning or creating complex role structures.

Proposed Solution:
Introduce a proposal-level “Permission Overrides” section that:

• Inherits global/workspace permissions by default, with the option to override per proposal.

• Supports view/edit/manage permissions by user and/or role for that specific proposal.

• Applies clear precedence rules where proposal-level settings override global defaults.

• Provides an effective-permissions summary and an audit trail of changes.

Benefits:

• Improves security and compliance for sensitive proposals.

• Reduces admin overhead by enabling targeted exceptions instead of new roles or workspaces.

• Aligns BOE Pro behavior with CE, simplifying user training and expectations.
