Add Attachments to BOE List.

Feature Request: Attachment Count Column on BOE List

Summary:
Add a configurable column to the BOE List view in BOE Pro that displays the number of attachments associated with each BOE, enabling reviewers, approvers, and pricing teams to quickly identify where supporting documents exist without opening individual BOEs.

Problem Statement:
Today, reviewers and approvers have no easy way to see which BOEs contain attachments from the BOE List view. They must open each BOE individually to check for supporting documents, which is time-consuming and increases the risk that critical attachments are overlooked during review and approval. Pricing teams also lack a fast way to scan for BOEs that include attachments relevant to their analysis.

Proposed Solution:
Add an "Attachments" column to the BOE List view that displays a numeric count of attachments for each BOE. The column should:
- Show "0" when no attachments are present and a positive integer when attachments exist.
- Be sortable and filterable so users can group BOEs with attachments together or filter to only those with one or more attachments.
- Respect existing permissions so users only see counts for BOEs and attachments they are authorized to view.
- Be optionally configurable (show/hide) in the BOE List view settings to fit different user workflows.
