The ability to disable the Sync of CER's

Feature Request: Selective CER Synchronization from ProPricer CE

Summary:
Introduce the ability for users to choose which Cost Estimate Records (CERs) from ProPricer CE are included when synchronizing proposals into BOE Pro. This selective sync will add granular control over CER integration and provide clear reporting on what was included or excluded during the process.

Problem Statement:
Currently, CERs from ProPricer CE are synchronized into BOE Pro without sufficient user control over which records are included. This all-or-nothing or opaque behavior can lead to unnecessary data being pulled into proposals, reduced transparency into what drove the final numbers, and extra manual effort to clean up or reconcile unwanted CERs after sync. Users lack a clear, guided way to specify and understand exactly which CERs are part of a given proposal synchronization.

Proposed Solution:
Allow users to configure CER selection as part of the proposal sync workflow between ProPricer CE and BOE Pro.
Provide an interface where users can review available CERs, filter and select specific CERs to include or exclude, and confirm their choices before finalizing the sync.
Add detailed reporting/logging that shows which CERs were included in each synchronization event, along with relevant metadata (e.g., CER ID, description, amounts, source, timestamp).
Support saving or reusing common CER selection configurations for recurring proposal types or customers.
Ensure that the selective sync respects existing validation rules and does not introduce inconsistencies in proposal calculations or downstream reporting.
