Description: Reset the workflow of any affected BOEs on the proposal when a What-If is run. Notify workflow assignees on affected BOE's

Use Case/Example: When BOEs are on the proposal, running a What-If on the proposal can change BOE estimates. The people assigned to the BOE need to review the BOE after changes.
