List Section Value Ordering

Description: Current list sections sort values alphabetically. List values need to be sorted by order of entry with the option to reorder them.

Use Case/Example: Every list will have values that are more important than others. (These values are used more often.) Right now, the user will need to scroll to these values rather than having them on top.
