Feature request: Bulk archive and restore proposals

BOE Pro — Provide the ability to bulk archive proposals and bulk restore them.

Summary

Enable users to select multiple proposals and perform archive or restore actions in a single operation. This reduces manual effort, improves workspace hygiene, and accelerates lifecycle management for large volumes of proposals.

Problem / opportunity

• Teams manage high volumes of proposals; archiving or restoring them one-by-one is time-consuming and error-prone.

• Lack of bulk actions leads to cluttered lists, slower search, and reporting noise.

• Operational events (e.g., fiscal close, program completion, data migrations) often require archiving/restoring dozens to hundreds of proposals at once.

User stories

• As a proposal manager, I want to archive many proposals at once so that I can keep active views focused on in-flight work.

• As an admin, I want to restore previously archived proposals in bulk after a reactivation event so that work resumes quickly.

• As an analyst, I want filters to select the exact proposals to archive/restore so that I minimize mistakes.
