Copy/Move a BOE to another Task/PBS

Feature Request: Copy or Move BOE Between Tasks/PBS Elements

Summary:
Enable users to copy or move a Basis of Estimate (BOE) from one task or PBS element (PBE) to another without recreating it, so that BOEs can be efficiently realigned when the proposal structure changes.

Problem Statement:
Today, when a proposal’s PBS structure changes, users who have already created a BOE on a specific PBS element must manually recreate that BOE on the new location. This is time-consuming, increases the risk of data entry errors or inconsistencies, and discourages users from refining their PBS structure once BOEs have been started.

Proposed Solution:
Allow users to select an existing BOE and choose to either copy or move it to a different task or PBS element.
Provide a searchable/structured selector for the target task/PBE (e.g., navigating the PBS tree) so users can accurately choose the new location.
When moving a BOE, transfer all associated data (e.g., assumptions, quantities, rates, references) to the new location and remove it from the original.
When copying a BOE, create a new BOE with identical content on the target location, preserving links and metadata where appropriate.
Display a confirmation and summary of the change (source, destination, and action: copy vs. move), and handle any conflicts (e.g., existing BOE on the target) with clear warnings and options.
