Feature Request: Dynamic BOE Approval Workflow by Hours/Cost

Summary:
Enable users to configure a dynamic approval workflow for BOEs within a proposal, where routing is automatically determined by defined hours or cost thresholds. This would allow proposals to follow different approval paths based on the size or financial impact of the BOE.

Problem Statement:
Currently, BOE approvals do not adapt automatically based on the hours or cost associated with the work. This creates inefficiencies when organizations need different levels of review for higher-value or higher-effort BOEs. Without threshold-based routing, teams may either over-approve low-risk items or fail to apply the appropriate level of oversight to larger, more significant BOEs.

Proposed Solution:
Allow users to define approval workflow rules based on BOE hours and/or cost thresholds.
Support configuration at both the proposal level and proposal template level so teams can standardize workflows where needed.
When a BOE is submitted into workflow, automatically evaluate its hours and cost against the configured thresholds.
Route the BOE to the appropriate approver or approval path based on the matching threshold criteria.
Ensure the workflow can support both higher-level approvals for larger BOEs and simplified approvals for lower-threshold BOEs.
Provide clear visibility into why a BOE was routed to a specific approver based on the applied threshold rule.
