Feature Request: Add Author Name as Optional CE Submission Field

Summary:
Enable users to include the BOE author’s name as an optional field when submitting to CE. This would give CE users better visibility into who originally created the BOE and provide helpful authorship context during review or follow-up.

Problem Statement:
Currently, the submission process to CE does not offer the author’s name as an optional field. As a result, CE users may not know who created the BOE, making it harder to identify the original author for clarification, accountability, or follow-up questions. This creates unnecessary friction and can slow communication.

Proposed Solution:
Add the author’s name to the list of optional fields available during submission to CE.
Ensure the field pulls the correct creator information from the BOE record automatically.
