Ability to create versioning prior to the final step in workflow

Ability to manually create BOE versions prior to the final step in workflow. Ability to control versioning after hitting + at any point but have it automatically create one at the end and be able to revert back to a prior BOE version as well. Ability to track changes (or call out changes in the text parts)
