Feature Request: BOE Checklist Section and Workflow Gate

Summary:
Introduce a required, customizable BOE Checklist as its own BOE Section that must be fully completed before a proposal can advance. This ensures all key proposal steps are tracked, verified, and properly reviewed, improving accuracy, compliance, and overall process efficiency.

Problem Statement:
Proposal teams currently rely on ad hoc lists, manual checks, or external documents to track critical proposal steps. This makes it easy to miss required tasks, overlook compliance checks, or advance a proposal prematurely. The lack of an embedded, enforceable checklist within the BOE workflow leads to inconsistent quality, increased rework during reviews, and higher risk of non-compliance.

Proposed Solution:
Add a configurable BOE Checklist as a dedicated BOE Section that can be enabled as “required for advancement” in the proposal workflow.
Allow administrators or proposal managers to define, edit, and reorder checklist items to match organizational processes and customer-specific requirements.
Require that all checklist items be marked complete (or explicitly waived with justification, if allowed by configuration) before the BOE can move to the next workflow stage.
Display checklist status prominently within the BOE, including counts of completed/remaining items and any blocking tasks.
Support optional grouping or categorization of checklist items (e.g., Compliance, Pricing, Technical, Approvals) to make review more structured.
Log completion activity (who completed what and when) for auditability and compliance tracking.
