Required Indirect Pool

Description: The ability makes the indirect pool required when inputting a resource. Make it configurable in the proposal properties/template properties.

Use Case/Example: Users must select the Indirect Pool on specific proposals to apply the correct indirect Cost to the resources. If a user forgets that pool, the price will be incorrect.
