Copy BOE to different Task or PBS

Description: Add the ability to copy a BOE to a different task or PBS without copying the task or PBS itself. Need the ability to copy multiple BOEs at one time.

Use Case/Example: Often, PBS will have a similar level of effort with only minor changes to the BOE. The fastest way to complete this BOE is to copy the previous similar one(s) and make minor changes.
