Copy and Bulk Copy BOEs across Tasks, PBS, and Proposals

Description:
Enable users to copy a PBS or Task to a different Task or PBS, or perform bulk copy operations within and across proposals. This includes the ability to copy multiple PBS/Tasks or selected data from one location to another, as well as merge or duplicate sections within or between proposals. Users can combine, move, or duplicate large sets of PBS/Tasks data efficiently, supporting scenarios like merging split proposals or reusing similar effort estimates with minor changes.

Use Case / Example:

• Quickly duplicate BOEs for similar PBS/tasks with only minor adjustments

• Move or merge BOEs from multiple smaller proposals back into a unified proposal
