RAM suggestions: "Show workflow steps" the default view

Feature Request: Make "Show workflow steps" the default RAM view

Summary:
Set the Responsibilities Assignment Matrix (RAM) to display with "Show workflow steps" enabled by default. Remove or de-emphasize the separate toggle so that users always see workflow steps when viewing the RAM, reducing extra clicks and making the view immediately meaningful.

Problem Statement:
When opening the RAM, the default view hides workflow steps. This makes the matrix harder to interpret and forces users to click "Show workflow steps" every time they access it. Without the workflow steps visible, the view feels incomplete and less useful, adding unnecessary friction to a frequently used workflow.

Proposed Solution:
Display the RAM with workflow steps shown by default for all users.
Eliminate the need to manually click "Show workflow steps" on initial load.
Optionally remove the "Show workflow steps" button entirely or convert it into a setting that allows users to hide steps only if they explicitly choose to.
Persist the user’s preference (if the toggle remains), so the RAM always opens with their last-used configuration.

Benefits:
Reduces repetitive clicks and improves efficiency for users who regularly interact with the RAM.
Makes the RAM immediately understandable by showing the full context of workflow steps by default.
