Use Current Table Setting, Indicate the Current Table in List, and warn when not using current on submit

Description: The ability to set the current table in the template and have the created proposal automatically select the current table when created. And the ability to see the current table when selecting tables in the proposal properties. And want the user when submitting the proposal that the table is not current (Like reports in CE)

Use Case/Example: Certain Organizations always use the current table for proposals. It's extra unneeded work to select the current table when the system can do it for the user.
