Access Tags for Locations/Folders (folder rights) Edit folders/location option

Feature Request: Location- and Folder-Based Access Tags

Summary:
Introduce access tags for locations and folders that control user visibility and editing rights. Users should only see and interact with locations and proposals for which they have the appropriate access tags, and be able to manage folder structures (create, rename, move) within their permitted areas without needing to open a specific proposal.

Problem Statement:
Today, users can see locations and folders that they should not have access to, which increases the risk of proposals being created or stored in the wrong place. Users may accidentally add proposals to locations they are not meant to use, leading to data exposure, misfiled work, and additional admin cleanup. Furthermore, editing folder structures often requires being inside a proposal context, making it cumbersome for admins or power users to organize content at the location/folder level.

Proposed Solution:
Implement an access tag mechanism that can be applied at the location and folder level.
Only show locations and folders to users who have at least one matching access tag; all other locations/folders are hidden from navigation and selection lists.
Restrict proposal creation so that users can only create or assign proposals to locations/folders where they hold the required access tag(s).
Ensure that proposals stored in restricted locations are not visible or searchable to users lacking the appropriate access tags, even if they otherwise have system access.
Enable authorized users (e.g., admins or designated role holders) to edit folders and location structures (create, rename, move, delete) directly, without needing to open a proposal.
Provide a clear configuration UI to manage access tags, including assigning tags to users, locations, and folders, and reviewing inherited permissions.

Benefits:
Prevents users from accidentally adding proposals to locations they should not use.
Improves security and confidentiality by hiding restricted locations and proposals from unauthorized users.
Reduces administrative overhead and cleanup related to misfiled or misrouted proposals.
Gives admins and power users more efficient control over organizing folders and locations without tying changes to a specific proposal.
Enhances overall usability and trust in the system’s access controls, especially for organizations with complex location structures or strict permission requirements.
