Feature Request: System-wide admin banner messages

Summary:
Enable admins to create and manage system-wide banner messages that are displayed to all users across the platform. Messages should support configurable visibility windows, automatic expiration, rotation rules, and a viewable history to ensure important announcements are delivered consistently and transparently.

Problem Statement:
Currently, there is no unified way to broadcast important announcements (e.g., planned maintenance, policy changes, incident updates) to all users within the system. Teams rely on external channels like email or chat, which users may miss or ignore. This leads to inconsistent awareness of critical information, confusion during incidents or maintenance windows, and increased support inquiries from users who were unaware of key updates.

Proposed Solution:
Introduce an “Admin Banner Messages” capability accessible to users with appropriate admin permissions. The feature should:

  • Allow admins to create, edit, schedule, and delete banner messages that appear at the top of all relevant application pages for all users.

  • Support message configuration options, including:

    • Start and end times (message decay/expiration).

    • Priority or type (e.g., info, warning, critical) with corresponding visual styles.

    • Optional targeting by user role, group, or workspace (if supported by the platform).

  • Provide message rotation options when multiple active messages exist, including:

    • Displaying messages in a rotating carousel.

    • Defining rotation intervals and maximum number of concurrent banners.

  • Maintain a history log of past messages, including:

    • Message content, creator, and timestamps (created, updated, active period).

    • Status (scheduled, active, expired).

  • Ensure banners are responsive and accessible, with clear dismissal or “learn more” links where appropriate.

  • Offer basic analytics (e.g., impressions, dismissals, clicks on links) if feasible, to help admins gauge reach and effectiveness.
