Automatically add users to the workflow step and the access to the proposal when assigned on the RAM

Feature Request: Automatic RAM-Based Proposal Access Assignment

Summary:
Automatically grant users access to a proposal and add them to the appropriate workflow step when they are assigned in the Responsibility Assignment Matrix (RAM), eliminating the need for manual access management.

Problem Statement:
When users are imported or assigned to roles in the RAM, they do not automatically receive proposal access or get added to the relevant workflow step. Proposal owners must manually grant access and update workflow assignments, creating extra clicks, slowing down onboarding, and increasing the risk of missed assignments or inconsistent access.

Proposed Solution:
When a user is added to the RAM for a specific proposal:

• Automatically grant that user access to the corresponding proposal.

• Automatically add the user to the appropriate workflow step in the proposal properties based on their RAM assignment.

• Ensure that updates to RAM assignments (e.g., adding/removing users, changing roles) stay in sync with proposal access and workflow step membership, following defined business rules.

• Provide an administrative control or configuration to enable/disable this automation and, if needed, map RAM roles to specific workflow steps.
