Feature Request: Role-Based Restore Permission

Summary:
Introduce a dedicated role permission for restoring deleted items. Only users with this permission should be able to undelete records, ensuring that restore actions are limited to authorized team members and aligned with internal workflows.

Problem Statement:
Currently, deleted items may be restorable without sufficient control over who can perform the action. This creates a process gap for teams that need tighter permission management around deleted records. In cases where an author deletes a task by mistake, they may need another role, such as a pricer or administrator, to review and restore the item. Without a specific restore permission, teams cannot clearly enforce that separation of responsibility.

Proposed Solution:
Add a configurable permission within user roles for restoring deleted items.
Allow only users with this permission to access and perform undelete or restore actions.
Ensure users without this permission cannot restore deleted records, even if they originally created or deleted them.
Support common workflow scenarios where one user deletes an item and another authorized user restores it upon request.
Apply this permission consistently across relevant record types where delete and restore actions are available.
