Feature Request: Multi-level BOE authoring support

Summary:
Enable the authoring view to support multi-level BOEs where a parent BOE description is entered at the PBS level and each underlying task includes its own BOE text, justification, and estimate details. The workflow should guide users through completing each task in sequence before allowing final BOE submission.

Problem Statement:
The current authoring experience does not adequately support multi-level BOEs that require both a PBS-level BOE description and separate task-level BOE details. This makes it difficult for users to document justification and estimates in a structured way when a BOE spans multiple tasks. As a result, users may face confusion, incomplete submissions, or inefficient manual workarounds to capture all required information.

Proposed Solution:
Allow users to create a BOE with a description at the PBS level as the parent context for related task entries.
Prompt the user to create the first task after entering the PBS-level BOE description.
Guide the user through each task’s required inputs, including task-specific BOE text, justification, and estimates, in a step-by-step authoring flow.
Track completion status for all required tasks associated with the PBS-level BOE.
Prevent BOE submission until every required task entry has been completed.
Provide clear progress indicators so users can see which tasks are complete, which are in progress, and which still require input.
