Bring Back Duration Type Proposals

Description: The ability to notify the proposal managers and CCed by email when a proposal is submitted. Use Case/Example: Pricing does not always know when the proposal was submitted. Notify the right people when a proposal is submitted.

When there are multiple people assigned to the same Workflow Step, allow the selection of the required signers. Should be able to select all or some of the people on the step.

If the proposal in CE uses rate modifiers, make these items available for the estimator in BOE Pro to select.
